For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
COLLECTOR. Any person or company collecting or hauling the waste, garbage or rubbish of another for hire.
COMMERCIAL ESTABLISHMENT. Any premise where a commercial, industrial or agricultural enterprise of any kind is carried on, including clubs, churches, schools, any building containing 6 or more residential units, and any mixed-use building located in the Central Business District.
COMMINGLED (e.g., DUMPSTER-TYPE) RESIDENTIAL COLLECTION. Collections from any building consisting of more than 1 dwelling unit wherein each unit has an individual kitchen and wherein the mixed solid waste of each unit is mixed with the waste of other units prior to collection.
CONSTRUCTION DEBRIS. Waste building materials, packaging and rubble resulting from construction, remodeling, repair and demolition of buildings or roads.
GARBAGE. Putrescible animal, vegetable or organic refuse resulting from the handling, preparation, cooking and consumption of food.
INDIVIDUAL (e.g., CURBSIDE) RESIDENTIAL COLLECTION. Collection from any building consisting of 1 or more dwelling units wherein each unit has an individual kitchen, bathroom and separate entrance and wherein the mixed solid waste of each unit is separately collected by licensed haulers.
MIXED SOLID WASTE. Garbage, refuse, and other solid waste from residential, commercial, industrial and community activities that the generator of the waste aggregates for collection, but does not include auto hulks, street sweepings, ash, construction debris, mining waste, sludges, tree and agricultural waste, tires, lead acid batteries, used oil, and other materials, collected processed and disposed of as separate waste streams.
RECYCLABLE MATERIALS. Materials that are separated from mixed municipal solid waste for the purpose of recycling, including paper, glass, plastics, metals, automobile oil and batteries. Refuse derived fuel or other material that is destroyed by incineration is not a recyclable material.
RECYCLING CENTER or RECYCLING DEPOT. A site, either publicly or privately owned and operated, equipped to receive, handle, store and process recyclable materials.
RESIDENTIAL DWELLING. Any single building consisting of 4 or less dwelling units with individual kitchen and bathroom facilities and separate entrances for each.
RUBBISH. Non-putrescible solid waste of all kinds, combustible or non-combustible, consisting of tin cans, glass, paper, cardboard, yard clippings, wood, ashes, street sweepings and all other inorganic refuse.
SPECIAL PICK-UP. Any collection of materials other than garbage, recyclables or yard waste, including white goods (e.g., large appliances), furniture, oversized materials, construction debris and other materials collected, processed and disposed of as separate waste streams.
TARGETED RECYCLABLES. Metal containers, glass containers, newsprint or other materials as more particularly described herein:
(1) ALUMINUM RECYCLABLES. Includes clean aluminum foil and all disposable containers fabricated primarily of aluminum and commonly used for soda, beer or other beverages.
(2) BI-METAL RECYCLABLES. Includes cans containing, or using 2 metals. More specifically, tin cans manufactured of steel and tin and which have all paper removed therefrom.
(3) GLASS RECYCLABLES. Includes all glass bottles and jars which are rinsed clean.
(4) PAPER RECYCLABLES. Includes paper of the type commonly referred to as newsprint, bundled and tied, or placed in large brown paper grocery bags. Expressly excluded from PAPER RECYCLABLES, however, are all magazines or similarly constructed periodicals.
(5) PLASTIC RECYCLABLES. Includes all #1 and #2 plastic containers.
(6) Other items as accepted by the refuse hauler.
YARD WASTE. Includes garden wastes, leaves, lawn cuttings, weeds, shrub and tree waste and prunings, but excluding bushes, fibrous brush, woody materials, or other materials that are not readily compostible within a calendar year.
