§ 71.10 SKATEBOARDS, ROLLER SKATES, ROLLER BLADES AND ROLLER SKIS.
   (A)   Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      ROLLER SKATES or ROLLER BLADES. A form of skate with small wheels or rollers instead of a blade or rudder.
      ROLLER SKIS. A ski with small wheels attached.
      SKATEBOARD. A device for riding upon, usually while standing, consisting of an oblong piece of wood or other composition, mounted on skate wheels.
   (B)   Prohibited acts. It is unlawful for any person to operate a skateboard, roller skates, roller blades, or roller skis:
      (1)   On private property of another without the express permission to do so by the owner or occupant of the property;
      (2)   In a careless, reckless or negligent manner so as to endanger or be likely to endanger, the safety of the operator, any person or property of any other person;
      (3)   On the following streets, roads, or highways: Trunk Highway 282, Trunk Highway 21, Trunk Highway 169, Sunset Drive, County Road 9, and Hillside Drive, or in the Central Business District; and/or
      (4)   By attaching the same or the person of the operator to any motorized or non-motorized vehicle upon any roadway.
   (C)   Operation. Every person operating a skateboard, roller skates, roller blades, or roller skis shall have all the rights, duties, and responsibilities applicable to the driver or operator of any other vehicle upon any public street or alley. The operator of any skateboard, roller skates, roller blades, or roller skis emerging from an alley shall stop and yield the right-of-way to any pedestrians on the sidewalk or approaching the sidewalk area, or to all vehicles approaching upon the roadway. Every person operating a skateboard, roller skates, roller blades, or roller skis upon a roadway shall ride as close as possible to the right hand curb or edge of the roadway and in the same direction as other traffic upon the roadway.
   (D)   Impoundment. Any person apprehended and convicted in violation of the provisions of this section does, by their use of the public streets and sidewalks, consent to the impoundment by the city of their skateboard, roller skates, roller blades, or roller skis for a period of 3 days upon the first offense, 7 days upon the second offense and 30 days upon the third offense.
