Any person directly affected by an administrative citation, decision or order issued by the Code Official pursuant to this chapter shall have the right to appeal to a hearing officer in an administrative hearing as provided for in City Code § 10.98. The City Council may establish by ordinance a fee that must accompany any such appeal under this chapter.
