§ 112.21 REGULATIONS.
   Unless waived or modified by the Council upon good cause being shown, all applicants for a permit where a large assembly is to be held shall show ability to provide, and during the term of the permit (if issued) shall be conditioned upon providing the following at the applicant’s expense:
   (A)   If fully or partially out-of-doors, a fence of sufficient height and strength to prevent people in excess of the maximum permissible number from gaining access to the grounds, shall completely enclose the location, but shall have a sufficient number of gates to allow safe passage to and from the gathering.
   (B)   Enclosed toilets for men and women, meeting all state and local specifications, conveniently located throughout the grounds, sufficient to provide facilities for the maximum number of people to be assembled in accordance with the Minnesota State Board of Health Regulations and Standards, which toilets shall be kept clean, operable and free of refuse.
   (C)   A sanitary method of adequately disposing of the anticipated amount of solid waste in compliance with state and local laws and regulations, including sufficient trash containers and personnel necessary for efficient disposal, and a plan to return the area to its original condition.
   (D)   Illumination sufficient to light the entire area of the assembly if the assembly is scheduled to continue during the hours of darkness.
   (E)   Traffic controls meeting the requirements of local authorities and the Minnesota Department of Public Safety and regularly employed security officers or contracted Police officers ro police reserve officers licensed by the State of Minnesota if applicable, sufficient to provide adequate security for the maximum number of people to be assembled.
   (F)   An administrative control center with telephones where local authorities can contact the Minnesota applicant and law enforcement personnel inside the area of the assembly.
   (G)   A policy or certificate of insurance, on which the city, its agents and employees are additional insureds, providing public liability insurance in the amount of at least $300,000 for the injury of 1 person, $500,000 for the injury of 2 or more persons in the same accident, and $50,000 for property damages.
   (H)   All reasonably necessary precautions to insure that the sound of the assembly will not carry unreasonably beyond the enclosed boundaries of the location of the assembly.
   (I)   Written permission from the owner of the premises.
