The purpose of this subchapter is to provide for the development as an integrated, coordinated unit as opposed to traditional parcel-by-parcel, approach to development. This subchapter is intended to introduce flexibility of site design and architecture for the conservation of land and open space through clustering of buildings and activities. It is further intended that planned unit developments (PUD's) are to be characterized by central management, integrated planning and architecture, joint or common use of parking, maintenance of open space and other similar facilities, and a harmonious selection and efficient distribution of uses. The intent of the PUD is not to decrease setback and yard requirements exclusively to increase density, but rather provide flexibility and joint planning between the city and developer to protect other features such as existing development, planned streets, vegetation, slopes, wetlands, lakes or streams.
