A. Submission: Before grading, drainage, guttering, curbing, paving, installing of sidewalks or otherwise improving any town street, avenue, alley or other public place within the town shall be started by any person, firm or corporation, not under contract with the town for the construction of such improvement, complete, accurate and detailed plans, profiles, specifications, and estimates of cost of the work contemplated, showing the size, grade, length, width, thickness, location and the materials out of which the same is to be constructed, shall be prepared, submitted to and approved by the trustees of the town. (1984 Code § 14-203)
B. Recommendation Of Town Engineer: The plans, profiles, specifications and estimates of cost of the improvements contemplated shall be submitted in quadruplet copies to the town engineer for his inspection; who, after careful consideration and study, shall recommend to the board of trustees his approval or disapproval, or his recommendations for any change in the improvements so offered for consideration and approval, which shall be endorsed upon such plans. C. Approval By Trustees; Revision:
1. The trustees shall consider and study such plans so submitted, together with the recommendations of the town engineer, and may approve or disapprove the same as appears to the best interest of the town and its inhabitants.
2. If the plans, profiles, specifications and estimates of cost be approved, the same shall be signed by the mayor and trustees and attested by the town clerk. One copy shall be filed with the town clerk, two (2) copies shall be retained by the town engineer and one copy to be returned to the person, firm or corporation submitting the same.
3. If disapproved, in whole or in part, three (3) copies shall be returned to the person, firm or corporation submitting the same for correction, revision, addition, redesign or such other change as may be required by the trustees.
4. The plans, profiles, specifications and estimates of cost of the improvement contemplated, so revised, changed or corrected may be resubmitted for reexamination and approval by the trustees, and the final approval thereof, and the furnishing of the bond as hereinafter provided, shall constitute the authority to construct such improvements.
