It is an offense for any person within the town to:
A. Property Of Another: Permit any dog owned, possessed, or harbored by him upon any private property which he does not own or control. This section shall not apply to any person who takes a dog upon private property not owned by or under his control with the consent of the person who owns or controls such property where such dog is either confined in a vehicle or controlled by means of a chain or leash of sufficient strength and length.
B. Public Places: Permit any dog owned, possessed, or harbored by him upon any street, alley, or other public place, unless the dog is under control of the owner or other person in a vehicle or by means of a chain or leash of sufficient strength and length to control the actions of such dog.
1. Own, keep, possess, harbor, or allow to remain on premises under his control any dog of the age of three (3) months or older, unless such dog shall have been licensed as provided in this chapter.
2. Except as exempted, fail to apply for and obtain a permanent dog license for any dog within the town for more than ten (10) days.
D. Confinement: Fail to confine any dog as provided by section 7-2-6 of this chapter.
E. Tag: Remove the metal license tag without the owner's consent.
F. Barking 1 : Own, possess, keep, or harbor any dog, which by loud and frequent barking, howling or yelping shall cause annoyance or disturbance to any of the citizens of the town.
G. Vicious Dog: Own, possess, keep, or harbor any dog of such vicious and fierce disposition as to attack human beings without provocation.
H. Immunization: Fail to immunize for rabies any cat or dog within the town prior to July 1 of each year. (1984 Code § 4-124)
I. Animal Care: An owner or caretaker who fails to provide adequate food, water, shelter and/or medical treatment for any animal for which he is responsible. (2002 Code)
