(A) The Board of Public Works and Safety shall approve any necessary vendors and/or equipment to carry out the various billing, payment, and/or collection activities.
(B) The monthly utility billing rate is determined by the customer’s use characteristics.
(C) The city’s water, wastewater and stormwater rate ordinance may contain the provision for both monthly flat rates and monthly metered rates or other rate process.
(D) All residential use customers will be billed a monthly rate for water service, sanitary sewer service and stormwater service in accordance with the water and wastewater rate ordinances. These rate changes will be determined by the water use characteristics of the non-residential customer or in another manner approved by the city.
(E) The city and its agents have the power, right, and ability to investigate the water, sewer, and stormwater use characteristics of any customer at any time and modify the customer’s billing rate based on the investigation, in accordance with the water, wastewater and stormwater rate ordinances.
