The city shall establish, maintain, and periodically revise a water, wastewater, and stormwater rate ordinances. Said ordinances shall contain all the various fees, rates, and charges that the municipal utility will charge to its customers. All municipal utility charges shall be calculated in accordance with the current water, wastewater, and stormwater rate ordinances applicable to the municipal utilities or services rendered to a customer. Upon request, the utility shall supply the applicant a copy of the most recent rate schedules at no charge.
