(A) It is hereby declared to be the purpose of this section to ensure consistent application of the rules, standards, and procedures for utilities, in the city. Adopting these guidelines, in handbook form, will provide a current, attainable, regulation for all facets of the utility system, public and private.
(B) All current procedures, policies, and practices are in included in the Utility Service Board Rules and Regulations.
(C) Exceptions can be made at the discretion of the Council. Updates and revisions may be made at the discretion of the Common Council.
