§ 33.04 COMPLAINT ISSUANCE.
   Any city police officer or other city official or employee authorized by regulation of the city or state law to issue complaints for ordinance violations of regulations may issue complaints to the Clerk of the Ordinance Violations Bureau, excluding moving traffic violations pursuant to I.C. 36-1-6-3.
