(A) There is hereby established a city Ordinance Violations Bureau as.
(B) The Clerk-Treasurer is appointed as the Violation Clerk and shall be the administrator of the Ordinance Violations Bureau.
(C) (1) Ordinance Violations Bureau cannot collect civil penalties including expenses of enforcement in an amount exceeding $250. Any penalties and expenses of enforcement exceeding a combined total in excess of $250 must be processed as an ordinance violation by proceedings in a court of general jurisdiction.
(2) All moving traffic violations pursuant to I.C. 36-1-6-3 can not be processed through the Ordinance Violations Bureau; and all moving traffic violations shall be processed in a court of general jurisdiction.
