§ 31.28 CARES ACT FUND.
   (A)   (1)   The Common Council hereby establishes a fund for the Cares Act.
      (2)   All monies reimbursed to the city shall be deposited into the Cares Act Fund, in accordance to the State Board of Accounts, the State Finance Authority, and division (B) below on the acceptance of such funds. This money shall be spent to replenish the funds spent on Public Health and Public Safety payroll costs within the General Fund.
   (B)   The Common Council hereby establishes the following process in order to utilize Cares Act funding to properly pay public health and safety payroll costs.
      (1)   The Cares Act reimbursement for public health and public safety payroll shall be received into the city Cares Act Fund.
      (2)   Thereafter, a claim shall be created against the Cares Act Fund for the amount, up to the payroll reimbursement amount, that the city determines shall be receipted into the General Fund. This claim must be supported by the public health and public safety payroll costs that have been expensed from the General Fund or other appropriate funds and clearly documented in the records of the city.
      (3)   The money claimed shall be receipted into the General Fund.
      (4)   After the payroll reimbursement amount has been receipted into the General Fund, the normal appropriation procedures shall apply to the expenditure of the reimbursement amount.
