(A) The Common Council, recognizing the need to provide support to the Police Department in the enforcement and in the performance of its police powers for the protection of the citizens of the city, establishes the City Police Reserves.
(B) The City Police Reserves shall consist of not more than 20 reserve police officers. The reserve police officers shall be appointed by Board of Public Works and Safety. The reserve police officers may not be regular members of the City Police Department. The reserve police shall have the same police powers as regular members of the City Police Department, except as limited by rules established by the Chief of Police.
(C) The reserve officers shall be entitled to the following benefits:
(1) Receive compensation loss from other regular employment because of court appearances on behalf of the city; and
(2) Receive liability insurance coverage as extended to the Police Department.
(D) Reserve police officers shall not be appointed until they have completed the training and the probationary period as specified by the rules established by the Chief of Police.
