§ 30.22 ELECTION DISTRICTS AND ELECTIONS.
   (A)   The city shall be divided into three Common Council districts as follows.
      (1)   (a)   District One shall be the district designated in gray on the map attached to Ord. No. 9-2002, and made a part hereof. If the description set forth in division (A)(1)(b) below, at this time or at any time in the future, should not be consistent with the map attached to Ord. No. 9-2002, the map shall be controlling.
         (b)   The borders of District One shall be as follows: From the corner of State Road 22 and 4 Street, north along the northern boundary of the city, south along the eastern boundary of the city to the area designated by the green line on the map north of Pearl Street, west along this area to Lincoln and Water Streets, south on Lincoln and Water Streets to 5th Street, west on 5th Street to Main Street, south on Main Street to 9th Street, west on 9th Street to Back Creek, north on Back Creek to 6th Street, west on 6th Street to 4th Street, north on 4th Street to the corner of State Road 22 and 4th Street. This also includes the two areas west of 4th Street designated in gray on the map.
      (2)   (a)   District Two shall be the district designated in blue on the map attached to Ord. No. 9-2002 and made a part hereof. If the description set forth in division (A)(2)(b) below, at this time or at any time in the future, should not be consistent with the map attached to Ord. No. 9-2002, the map shall be controlling.
         (b)   The borders of District Two shall be as follows: From the corner of 6th Street and the western border of the city, east on 6th Street to Back Creek, south on Back Creek to 9th Street, east on 9th Street to Main Street, south on Main Street to the southern border of the city, west along the southern border of the city to Wichita Street, north on Wichita Street to the intersection of 6th Street and the western border of the city.
      (3)   (a)   District Three shall be the district designated in yellow on the map attached to Ord. No. 9-2002 and made a part hereof. If the description set forth in division (A)(3)(b) below, at this time or at any time in the future, should not be consistent with the map attached to Ord. No. 9-2002, the map shall be controlling.
         (b)   The borders of District Three are as follows: From the corner of Lincoln and Water Streets and the area designated by the green line north of Pearl Street, to the eastern border of the city, along the eastern border of the city to the southern border of the city, along the southern border of the city to Main Street, north on Main Street to 5th Street, east on 5th Street to Water and Lincoln Streets, north on Water and Lincoln Streets to the corner of Water and Lincoln Streets and the area designated by the green line north of Pearl Street.
   (B)   The legislative body of the city consists of five Common Council members. The member representing District One shall reside in District One, the member representing District Two shall reside in District Two, the member representing District Three shall reside in District Three. The two at large members shall reside in the city, in any district.
   (C)   Each voter in the city shall vote for one candidate from the district in which the voter resides and two at large candidates.
