§ 150.04 MOBILE HOMES.
   The following regulations and requirements shall apply to all mobile home communities within the corporate limits of the city.
   (A)   MOBILE HOME COMMUNITY shall be defined as set out in I.C. 16-41-27-5 .
   (B)   Any mobile home community shall be licensed by the State Department of Health in accordance with I.C. 16-41-27-1 et seq.
   (C)   Any mobile home community shall comply with all state laws and administrative regulations, including, but not limited to, I.C. 16-41-27-1 et seq., 326 I.A.C. 4-1 et seq. and 410 I.A.C 6-6-1 et seq., city ordinances, Police Department orders and requirements, Fire Department orders and requirements, and City Code Enforcement orders and requirements.
   (D)   No manufactured home and/or mobile home shall be moved into a mobile home community or occupied prior to being submitted for inspection both before being moved into said community, (“Inspection 1”) and before being occupied (“Inspection 2”). Said inspections shall be conducted by the Code Enforcement Department (“Department”). Upon the completion of each inspection, the Department shall notify the person or company applying for a installation permit whether the home shall be permitted to be moved into the community and whether said home may be occupied. The Department shall then issue an installation permit in the event of approval. Said permit shall set out two sections of separately issued approval: one for moving the home into the community; and one for occupation of the home. A non-refundable inspection and installation permit fee of $150 shall be paid to the Code Enforcement Department at the time of Inspection 1. Any permit to move the home into the community shall expire after ten days after issuance.
   (E)   Only mobile homes and manufactured homes originally designed and manufactured for the purpose of semi-permanent installation and human occupation, such as those permitted by the State Department of Health, shall be permitted for occupation within any mobile home community. No structures such as sheds, outbuildings, or recreational vehicles shall be allowed for occupation or use as a restroom facility.
   (F)   An installation permit shall be completed as follows.
