Since the city has a population of less than 5,000, the city, for purposes of economic development of its downtown business area, authorizes this section to allow the issuance of liquor retailer’s permits pursuant to I.C. 7-1-3-9 and pursuant to the regulations of the State Alcohol and Tobacco Commission.
