§ 97.06 MAINTENANCE AND REPAIR.
   (A)   The Board of Public Works and Safety shall review general conditions of all city roads, annually update the Paser Road Rating Report, mileage, inventory, and traffic study, along with other updates reports as required by INDOT. It may be necessary for the Board of Public Works and Safety to hire outside agencies to perform various tasks to assist. The Board of Public Works and Safety shall submit an annual report no later than June for the Common Council to review overall conditions and recommendations allowing the Common Council to budget dedicated funds for the following budget year in advance.
   (B)   The Board of Public Works and Safety shall consider in the planning process of various improvements on road maintenance in ensuring safety conditions.
   (C)   (1)   The Board of Public Works and Safety may recommend the following:
         (a)   Complete rehabilitation or reconstruction of roads;
         (b)   Overlay of two-inch minimum of hot mix asphalt milling;
         (c)   Chip and seal;
         (d)   Crack filling;
         (e)   Do nothing; or
         (f)   Stoning of edging of paved road approximately one to one and one-half feet to avoid paving breakdown.
      (2)   The idea is to choose the methods to increase the lifespan of the city’s roads.
   (D)   The Board of Public Works and Safety shall develop specifications for items (A) through (D) of current and future INDOT specifications.
   (E)   The Board of Public Works and Safety shall develop guidelines for an effective program to fill potholes in a timely manner and/or road cuts, various crack sealing, or pavement edging.
