§ 70.02 SPEED LIMITS.
   (A)   Speed laws within the city as establishing and regulating shall apply to the city streets or alleys with the laws as state establishing or regulating speed limits shall apply to all public streets, except in circumstances where as property authorized by state law. Such limits have been determined to be safe and reasonable.
   (B)   All streets within neighborhoods shall be 30 mph, with exception as authority within the jurisdiction to reduce the following areas to 25 mph:
      (1)   Main Street from Pearl Street to Tenth Street shall be 25 mph;
      (2)   Water Street from East Fourth Street to East Twelfth Street shall be 25 mph;
      (3)   All alleys shall be ten mph;
      (4)   Temporary speed limits in the vicinity of a work site, signs must be posted in accordance with work site speed limits of five mph;
      (5)   Areas around a school zone shall be 20 mph imposed only in immediate vicinity of the school when children are present and properly posted; and
      (6)   A person may reduce speed as may be required with right-of-way. Drivers may not drive a vehicle at speeds greater then is reasonable and prudent under the conditions having required to the actual and potential hazards than existing.
