(A) All charges for usage, other than for non-metered fire service or other special purpose, shall be calculated upon the registration of the water meter(s) installed.
(B) The utility will make every effort to read all water meters monthly.
(1) Such readings shall be prima facie evidence of the amount of water used. If a water meter fails to measure accurately or if the utility is unable to read the water meter for any reason, the customer shall be billed an estimated charge based on the average of the previous three months’ billings.
(2) The first billing made after the water meter is read shall be adjusted according to the water meter reading.
(C) (1) Where water is taken through more than one water meter, and where such arrangement is for the convenience of the customer, then each water meter shall be read and billed separately.
(2) Where water is taken through more than one water meter for the convenience of the utility, then the water meter readings shall be aggregated and billed as one reading.
(D) All water passing through water meters shall be charged with water, whether used, wasted, or lost through leakage. If the utility is determined to be at fault for a leak on the resident side of the water meter, then the Board of Public Works and Safety or a member that is designated by the Board of Public Works and Safety shall make an adjustment based on the average charge of the customer’s previous three months of usage prior to the leak.
