Every person who sells or transfers ownership of any pedalcycle shall report such sale or transfer to the Department of Police. If such person has had his or her pedalcycle licensed and registered, he or she shall also return to the Department the registration card and license tag and shall furnish the Department with the name and address of the person to whom such pedalcycle was sold or transferred. Such report shall be made by the person selling or transferring within five days of the date of such sale or transfer. The purchaser or transferee of such pedalcycle shall apply immediately for a registration card and license tag.
