The county makes no guarantees that reclaimed water service will be provided, or once provided, continued. The county may, at any time, and from time to time, refuse to extend or suspend or terminate service on the basis of a use detrimental to the system, an inadequate supply of reclaimed water, the failure to pay required fees, or for any other reason which, in the judgment of the director, will cause the continuation of service not to be to the benefit of the county.
