The board of commissioners may, by resolution duly adopted after a public hearing, establish rates, fees, and charges for the reclaimed water system and provide terms and conditions for the payment and collection of same. After the initial establishment of reclaimed water rates, and fee or charge for connection to the reclaimed water system, these rates, fees and charges will normally be reviewed and adjusted annually as part of the annual budgeting cycle.
