Applications for reclaimed water service shall be made and will be accepted in the same manner as applications for water and sewer service, subject to the provisions of this article. In addition, the Johnston County Department of Public Utilities has specific procedures and policies in place for servicing, regulating, billing, and collecting of bills of utility customers. Such policies, along with all policies and procedures concerning enforcement and fining and setting standards for the design and installation of utility pipelines and other appurtenances, apply to the reclaimed water system, including its design, installation, and maintenance.
