§ 153.132 ACTION BY THE CITY COUNCIL.
   Subject to the provisions of 65 ILCS 5/11-31-1, the officer may recommend to the City Council that it direct the owner of the premises upon which is located any structure or part thereof, which, in the officer’s judgment is so old, dilapidated or has become so out of repair as to be dangerous, unsafe, unsanitary or otherwise unfit for human habitation, occupancy or use, to raze and remove such a structure or part thereof. Furthermore, the City Council may direct the owner of a premises to repair, make safe and make sanitary such a structure if it can be repaired or to raze and remove such structure at the owner’s option. The City Council may also direct the owner of the premises to demolish a structure where there has been a cessation of normal construction of the structure for a period of more than two years and the unfinished structure is so deteriorated that it warrants demolition.
