§ 134.041 MAINTAINING SIDEWALKS AND ALLEYS.
   Persons owning, occupying or in control of any premises shall keep the sidewalks and alleys adjacent thereto free of litter. In residential areas, owners or occupants shall sweep or rinse off the sidewalks abutting their premises as often as may be required to keep the walk and street reasonably free from dirt, paper and waste. Alleyways shall always remain free and clear from any obstructions so that utility companies and emergency personnel may utilize the alleyways in the event of an emergency or service outage. All persons owning, occupying, or in control of any premises adjacent to an alleyway may utilize land near the alleyway for gardening, planting, etc., but all items must be at least two feet away from the alleyway for gardening. However, in any event where utility workers, city employees, or emergency personnel are obstructed by any object including but not limited to flowers, shrubs, etc., the items obstructing the alleyway shall be removed or destroyed from the alleyway at the discretion of the utility company, city employee, or emergency personnel. All owners or persons controlling premises in the Central Business District of the city shall, at least once each 24 hours, except when the business is closed, sweep the sidewalks in front of their premises down to the curb, and gather up and remove all loose paper and refuse.
