The Director of Public Works, or his or her designee, where premises are in violation of any section of this chapter, is hereby empowered to enter upon the premises and may thereupon correct the unclean conditions and place a lien on such land in the same amount in accordance with the procedure provided for abatement of unwholesome environmental conditions, but such person shall also be liable in an action to recover the aforesaid penalty.
