(A) Annual license fees shall be charged by the city to each person, firm or corporation applying for and securing a license for the operation of a taxicab, in the sum of $60 for the first taxicab and $20 for the second taxicab and for each additional taxicab. No license shall be issued until the license fee for the current municipal year is paid.
(B) All license fees shall be due and payable on May 1 of each and every year, and each license when issued shall expire on the last day of April of each and every year after issuance.
(C) License issued before May 1 shall be prorated on a quarterly basis and there shall be no refund of license fees.
