The Park Board shall have the following powers, to-wit.
(A) It shall have the full control of the management of the City Park, Arrowhead Lake Campground and all the city-owned recreational facilities, memorial premises and improvements thereon within the corporate limits of the city, and shall control the expenditures of the Park Fund of the city subject to the provisions of division (C) below.
(B) The Park Board shall make all contracts of employment of persons working for the Park Board, purchase all materials and needed equipment for proper control and management of the parks and other facilities under its control.
(C) In all cases where the expenditure for any given project of the Park Board is in excess of $5,000 special authority of the City Council shall be required.
