The Chairperson shall be vested with the following powers and duties, to-wit.
(A) He or she shall preside over all meetings of the Board.
(B) He or she shall appoint a Secretary at each annual meeting of the Board whose duty it shall be to keep a record of minutes of the Board.
(C) He or she shall call special meetings of the Board when it is deemed necessary.
(D) He or she shall be entitled to vote on all matters coming before the meetings of the Board only in case the vote is tied. Vice Chairperson shall be eligible to vote on all matters coming before the Board.
(E) He or she shall approve for payment all monies paid out of the Park Fund of the city before same are voted upon by the City Council; however, he or she shall approve only those bills allowed by the Park Board.
(F) He or she shall appoint all committees to oversee each park: Arrowhead Campground, City Park, Park East, Terry Pyle field, Memorial Park, tennis courts.
(G) During the absence or disability of the Chairperson the Vice Chairperson shall act in absence, and in case that both Chairperson and Vice Chairperson are absent, the members of the Board shall select one of them to act as Chairperson.
