The members of the Park Board shall be appointed by the Mayor with the advice and consent of the City Council. The term of each member shall be for a period of four years. Terms are to be staggered so that one member is appointed each year, except that in Mayoral election years, two members shall be appointed. Each ward of the city shall be represented on the Board at all times and the Chairperson of the Board shall be selected by the City Park Board members, from their membership. Any vacancies existing at any time due to death, resignation or any other cause shall be filled by appointment by the Mayor with the advice and consent of the City Council.
