(A) All directors of departments shall submit to the City Council, at such times and in such form as they may prescribe, inventories including reports showing stocks of all supplies and equipment which are no longer used or which have become obsolete, worn out or scrapped.
(B) The Mayor shall have the authority to transfer surplus supplies and equipment from one department to another with the advice and consent of the City Council.
