§ 53.009 EMERGENCY SHORT SUPPLY.
   (A)   When, in the judgment of the corporate authorities, the water supply of the city is diminished to such an extent that a critical water shortage is eminent, then in such case the corporate authorities are authorized to declare an emergency, and in connection therewith, are authorized to restrict the use of water from the water system of the city by regulating and restricting the use of the water.
   (B)   Such regulations and restrictions as deemed proper in the judgment of the corporate authorities shall be enacted by resolution and either:
      (1)   Published in a newspaper generally circulated in the city so that water users may have notice thereof; or
      (2)   All water users shall be notified by mail of such restrictions.
