The city shall be and it is hereby divided into four wards, which wards shall be known and designated as follows: First Ward, Second Ward, Third Ward and Fourth Ward.
(A) The First Ward shall comprise all the territory within the corporate limits of the city lying and being south of the center of Broadway Street from east and west city limits.
(B) The Second Ward shall comprise all of the territory south from the center of Ninth Street to the center of Broadway Street from east and west city limits.
(C) The Third Ward shall comprise all the territory east of the center of the Chicago and Eastern Illinois Railroad track as now located, and north of the center of Ninth Street to the east and north city limits.
(D) The Fourth Ward shall comprise all the territory west of the center of the Chicago and Eastern Illinois Railroad track, as now located, and north of the center of Ninth Street to the west and north city limits.
