The authorized collector shall collect and remove garbage and rubbish from the premises of dwellings, apartments and flats one time weekly except that no collection shall be made on Sunday or holidays recognized in the city, and there shall be an interval of at least two days between each collection. All collections shall be made between the hours of 6:00 a.m. and 6:00 p.m.
