It shall be unlawful for any person, firm or corporation to deposit in a container from which garbage or rubbish is to be removed by the authorized collector any material other than garbage or rubbish as defined in this code, if any container contains any material other than garbage or rubbish, the authorized collector shall not be obliged to remove the contents of such container.
