All containers shall be of metal with tight-fitting cover, with strong handles on the outside and shall be water-tight. Each container shall have a capacity of not less than five gallons nor more than 20 gallons and within these limits shall be of sufficient capacity to hold all the garbage and rubbish accumulating on the premises between collections and the contents thereof shall be kept in such condition that it can, at all times, be readily and fully removed by the authorized collector to make collections of such garbage and rubbish. All containers shall be maintained in a good and sanitary condition by the owner thereof.
