Each and every owner, tenant, housekeeper or other person or persons occupying any room, dwelling, house, apartment, mobile home, trailer or other building or portion thereof and producing or responsible for the disposal of garbage or rubbish which is to be collected by the authorized collector shall provide and renew when necessary a sufficient number of containers to hold the garbage or rubbish accumulating therein.
