(A) No municipal official or employee shall grant special consideration, treatment or advantage to any citizen beyond that which is available to every other citizen or group.
(B) Municipal officials or employees shall at all times conscientiously and faithfully perform their duties.
(C) They shall be tactful, patient and courteous in answering all inquiries.
