No employee may absent himself or herself from duty without permission of his or her department head, or the Mayor. Absence without leave shall be sufficient cause for forfeiture of all rights and privileges earned while employed. An employee absent for three consecutive working days without notice and without sufficient reason shall be considered to have resigned.
