§ 33.04 APPOINTMENT OF OFFICIALS AND SUPERVISORY PERSONNEL.
   The Mayor, by and with the advice and consent of the City Council, shall appoint all personnel except as otherwise provided by this code, elected officials and those employees directly responsible to elected officials other than the Mayor.
