Any person violating any of the provisions of this chapter, or any lawful rules or regulations promulgated pursuant thereto, upon conviction, shall be punished by a fine of not less than $10 or more than $100; provided that each day’s violation thereof shall be a separate offense for the purpose thereof. The failure of any residential or commercial customer to pay that portion of their utility bill that sets out the service collection fee for solid waste shall result in that city utilities customer’s water service being shut off as of the monthly termination date for said payment. The city shall not accept partial payments toward these bills except in special circumstances authorized by the city and will not in any event accept a payment for all utilities except for garbage collection.
