In the event no appeal is taken or there is a final decision finding a violation occurred and the applicant fails to correct the violation, the Planning Commission may assess the owner(s) of the SWMPR and/or property for the cost of repair work, penalties and any expenses incurred in relation to the violation, including but limited to attorney's fees and court costs; and the cost of the work, penalties and such expenses shall be a lien on the property and the total of such expenses may be placed on the property tax bill and collected as property taxes by the county or collected by lawsuit.
