Written financial disclosure reports shall be public record and subject to inspection by any citizen of the Commonwealth. Within 30 days after reports are due, the County Ethics Commission shall publish a list of those persons who have filed reports and shall notify any person required to file, who has failed to file the report, by certified mail, return receipt requested, of his or her failure to comply with this chapter.
