§ 51.11 UNLAWFUL DISCHARGE TO STORM SEWERS OR NATURAL OUTLETS.
   (A)   It shall be unlawful for any person to discharge, place, deposit or permit to be deposited any pollutant, wastewater or other polluted waters on public or private property within the county, or in any area under the jurisdiction of the JSEWD or into any conduit which connects to the storm sewer system of the JSEWD, except in compliance with the provisions of this chapter.
   (B)   It shall be unlawful to discharge, place, deposit or permit to be deposited into any natural outlet within the county or in any area under the jurisdiction of the JSEWD, any pollutant, wastewater or other polluted waters, except where suitable treatment or management has been provided in accordance with subsequent provisions of this chapter,
   (C)   No provision of this chapter shall be construed to relieve any person of a discharge, placement, or deposit permitting a deposit into any natural outlet or storm sewer or on public or private property within the county in any area under the jurisdiction of the JSEWD of the responsibility for complying with applicable state and federal regulations governing the discharge.
