§ 153.083 UTILITIES.
   (A)   General requirements.  
      (1)   Generally utilities should be provided in or near lot easements whenever possible. In cases where underground utilities must be provided within the right-of-way of streets, they should not be installed under the pavement. All of the in-street underground work, including water mains, gas mains, sewer lines and the like, and all service connections shall be completely installed and approved by the authorized engineer or agent throughout the length and width of the street after grading, but before any pavement base is applied. Service connections on one or another side of the street shall be allowed to be omitted as long as at the time that these service connections are needed, they be jacked across the right-of-way without breaking or weakening the existing pavement.
      (2)   Within the City of Wilmore, underground distribution lines for utilities and cable shall be required in all residential subdivisions. Also, incorporated by reference as part of these subdivision regulations and general requirements for utilities for the City of Wilmore are the current standard specifications for water and sewer construction projects.

   (B)   Water supply. Where a public water supply system is available or within reasonable distance to the proposed subdivision as determined by the Planning Commission, the subdivider or developer shall construct a complete water distribution system according to the specifications of the agency having jurisdiction and shall provide a connection for each lot with laterals extended to the lot line. Where sufficient volume and pressure is available, fire hydrants shall also be provided and placed at distances not more than 500 feet apart. The hydrant outlet nozzles shall be between 18 and 21 inches above finished grade. All water main lines shall be at least 3 feet deep. The adequacy, healthfulness and potableness of the water supply shall be subject to the approval of the authorized engineer or person.

   (C)   Sanitary sewers. Where a public sanitary sewer system is available or reasonably accessible to the proposed subdivision, as determined by the Planning Commission, the subdivider or developer shall construct a system of sanitary sewer mains and shall connect the subdivision system to the public system after the authorized engineer or person has approved the subdivision system. Where a public sanitary sewer system is not reasonably accessible, the subdivider shall either construct or complete a sanitary sewer system according to the agency having jurisdiction and subject to the approval of the authorized engineer or person, or conduct necessary tests to show than an individual subsurface sewage disposal system can be developed on each lot shown in the subdivision that will comply with the requirements of the current Division of Plumbing, Department of Housing and Building Construction, Commonwealth of Kentucky.

   (D)   Storm drainage.
      (1)   The subdivider shall be responsible for adequate and safe disposal of all surface waters in the subdivision and shall provide for that purpose a drainage system including the necessary retention basins, open ditches, pipes, culverts, inter-sectional drains, drop inlets, bridges and the like, such that the peak rate of post development discharge shall not exceed the peak rate of pre-development discharge. The standard for design of retention basins shall be: The Urban Hydrology for Small Watersheds, Technical Release #55, Soil Conservation Service USDA; January 1975 edition, or as revised. Cross-drains should be provided to accommodate all natural flow for the full width of the roadways. When the physical conditions necessitate a storm sewer in excess of 60 inches in diameter to provide adequate drainage in the subdivision for areas beyond the limits of the plat, the city or county may participate in the excess installation costs of sewers over 60 inches in diameter. In lieu of this participation drainage channels may be permitted when, in the judgment of the County Health Officer, they will not result in health hazards and where proper safety measures are taken.
      (2)   Storm design criteria shall be 100-year, 24-hour duration for retention basins. The standard for design of all other drainage structures such as bridges, ditches, gutters, pipes, channels and the like shall be: Manual of Instruction for Drainage Design, Kentucky Department of Transportation, current edition; using design storm criteria as specified therein.

   (E)   Electric supply system. Provisions shall be made in every subdivision for a satisfactory electric supply system. Wherever possible poles should be to the rear of the lots.

   (F)   Street lighting. Provisions for street lighting shall be made in accordance to the specifications of the governmental agency having jurisdiction.
