(A) Block lengths. For greater traffic convenience and police and fire protection, block lengths shall not exceed 1,000 feet, or 15 times the minimum lot width, whichever is greater; except when the Planning Commission deems it impractical or necessary to allow otherwise to secure efficient use of land under extraordinary physical conditions, in which case the Planning Commission may require the reservation through the block of a 10-foot wide easement to accommodate utilities, pedestrian traffic or safety measures.

(B) Block width. Generally, blocks shall be at least twice the minimum lot depth allowing 2 tiers of lots. However, where extraordinary physical conditions exist, or where lots might otherwise front on an arterial street, the Planning Commission may approve a single tier of lots of minimum depths.
