(A) Access to U.S. Highway 27. There shall be no direct access from individual lots to U.S. Highway 27. Access shall be only available as follows:
(1) To any existing public street that intersects with U.S. Highway 27;
(2) To any new street that is a continuation of an existing public street that has been constructed into the property being used or developed;
(3) To new streets intersecting with U.S. 27 which are at a distance of at least 900 feet from any existing or proposed public street. Access to land situated between new or existing public streets shall be by either a frontage road paralleling U.S. Highway 27 or by direct entry to the land involved. A direct entry or the entrance to a frontage road shall be located at a distance of at least 300 feet from U.S. Highway 27. This setback requirement for entrances can, at the discretion of the Planning Commission, be decreased if the street from U.S. Highway 27 is constructed with 4 lanes (2 for ingress and 2 for egress). Any land with less than 900 feet of frontage on U.S. Highway 27 shall be limited to 1 access point; and
(4) The limited access provisions apply only to the new development and/or subdivision of land or a change of use which would result in an increase in traffic to the land involved. It does not apply to any continuation of the present use of the land used for agricultural purposes.

(B) Setback and landscaping buffer. All new development and structures fronting on U.S. Highways 27 and 68 in Jessamine County, and KY Highway 29 (from U.S. 68 to Banta Lane in Wilmore), shall be set back 200 feet from the right-of-way of the respective highway. There shall be no structures allowed in the setback area. There shall be no variance, waiver, exception, change or alteration granted by the Planning Commission. A variance may be made by the Board of Adjustment.
