Complaints or orders issued by a County Officer or Board of Adjustments shall be served upon persons either personally or by certified mail. However, if the whereabouts of the person is unknown and the same cannot be ascertained by the County Officer in the exercise of reasonable diligence, and the County Officer shall make an affidavit to that effect, then the serving of the complaint or order upon those persons may be made by publication pursuant to KRS Chapter 424. A copy of the complaint or order shall also be posted in a conspicuous place on premises affected by the complaint or order, and shall be recorded in the office of the County Clerk.
