(A) The Jessamine County Fiscal Court finds that the practice of some property owners, renters and/or occupants within the unincorporated area of the county and/or the City of Keene of allowing discarded items to remain on their property, constitutes a detriment of the welfare and convenience of the residents of the county. Therefore, it is the public policy of this county to prohibit the keeping of discarded items on private property within the unincorporated limits of the county, and the discarded items are hereby declared to be public nuisances.
(B) Any law enforcement officer who has probable cause to believe that a property owner, renter, and/or occupant has allowed a discarded item to remain on his or her property, property being rented or property being occupied in violation of this chapter, may issue a citation to the property owner, renter and/or occupant ordering him or her to appear before the district court of Jessamine County.
